While you can outsource software creation within the same country, offshore outsourcing is done with people from foreign countries. Software outsourcing is done when you give projects to other companies to fulfill.
Though the type of outsourced work matters a lot, the advantages you can have when outsourcing projects can be huge. An important advantage of software outsourcing is the smaller price that you pay, compared to doing it in house. When you outsource, you sign a contract with the company or individual, which runs until they complete the project you're paying them for. You can hire them again in the future, but your obligations are only for the project that you have a contract with them.
Another outsourcing benefit is the fact that you can do it offshore. That means you can benefit from the advantages of doing business in another country. Most of the time, the benefits of offshore outsourcing lie in the decreased cost of development. That happens because some countries have bigger labor costs than others, so sending software projects to countries where salaries are small will cut a lot from the price of developing software. This is usually done in countries that are recognized as having good expertise and good manpower in the area that you need development.
You don't need to take into consideration software outsourcing only when you want to develop new software. You can also create new software with your own programmers and only outsource the debugging and testing phases of software creation. It's one thing to develop new software and it's another to test it and fix the found software bugs. You can also use outsourcing to develop new features for your software. Even though you might want your own programmers to handle the initial development phase, you can save money by outsourcing the debugging phase.
Companies based in countries with a lot of talented programmers can benefit quite a bit from projects outsourced from other countries. As long as the software developers are well qualified, outsourcing is an option for that country. With good developers, companies that outsource can be sure that even though they pay a lot less, the quality of the software will not decrease.
